The score is an input, not a verdict. Drag them. The things that legitimately override a score:
- anything routed instrument first goes to the top — everything behind it is blocked
- a cheap change that unblocks or informs an expensive one goes first, whatever it scored
- if one item needs a test and you only have traffic for one test, that slot is spoken for
- two items that touch the same part of the page can't run at once — sequence them, don't interleave
If you reorder something, you should be able to say why in one sentence. "It feels more important" means the score was wrong and you should go fix the score.
